What the CTIA Short Code Monitoring Handbook requires
Every text program that runs on a five- or six-digit number answers to one industry rulebook. What version 1.5.2 asks of senders, and how breaches get caught.
Section 2 of 3
The conditions that come with sending from a short code.
1 page, 2016
Much of what governs a short code program is set by the wireless carriers and by CTIA, their trade association, rather than by lawmakers, though the Telephone Consumer Protection Act stands behind it. The main page here condenses the CTIA Short Code Monitoring Handbook as it stood in April 2016: how consent had to be collected, what a program’s HELP and STOP replies needed to contain, what its advertising had to disclose and how carriers audited programs once they were live. Read from one side it is a checklist for planning a program. Read from the other, it lists what anyone receiving the texts is entitled to.
