I opened my phone to see that I had a popup saying something about it wanting to contact the number, and it had aslo said ‘This may result in charges’. Why did it want to contact the number, it had not given me any reason why.

If Google send you messages about the security of your account, then such messages always come from an address ending in and you are always referred to the secure areas of the Google website to make any required changes yourself. Google do not scan your account, or follow any of the procedures stated in those emails you received, nor do they request you to supply them with your password via an email.

So your suspicions are completely correct – you have been scammed and your account has been hacked.

Congratulations on taking the right step to thoroughly secure your account by enabling 2 step verification. But do make sure you are using all the backup options – backup phone, backup codes, etc. – so that even if you lose your phone or it isn’t working, you can still access your account.

And you might also like to work through the various steps here to make sure no back doors were left open re: email theft etc:
